NOTICE INVITING CONTRACTOR’S BIDS FOR ROADWAY PROJECT
The Jefferson County Port Authority invites sealed bids from qualified contractors for the project “WCI24000071 Construction of Riverview Plaza Drive” will be received at the office of The Jefferson County Port Authority, 114 Mississippi Avenue, Crystal City, MO 63019 until 3 o’clock P.M. (CST) on Monday, December 2nd, 2024, and that time will be publicly opened and read. All bids shall be submitted in triplicate in an opaque sealed envelope, marked with the Project title, name and address of the Bidder, and accompanied by the other required documents. Bids submitted electronically will be rejected. Late Bids will not be accepted and will be returned to the sender, unopened.
The proposed work includes: Grading, Removal of Improvements, Concrete Pavement, Guardrail, Concrete Curb Ramp, and Traffic Control.
Work shall be in accordance with the provided Specifications, Job Special Provisions, and Plans. Where not specifically covered by the Specifications, or Job Special Provisions or Plans, the Contractor shall adhere to the currently effective 2024 Edition of the “Missouri Standard Specifications for Highway Construction,” and the currently effective “MoDOT Standard Plans for Highway Construction.” The contractor shall complete the project within 365 calendar days after the work commences.
Plans and specifications for this project will be available, at no cost, downloadable files from the Jefferson County Port Authority located at 114 Mississippi Ave, Crystal City, MO 63019 during normal business hours or download them from our consultants File Transfer Portal https://usftp.wsp.com/#/, beginning November, 8th, 2024.
The bidder will be responsible for checking the file transfer portal website https://usftp.wsp.com/#/ for addendum(s) regarding this project prior to bid opening. All potential bidders must complete the “Plan Holder Contact Information” form and submit this form to WSP USA consultant of construction at <Alonzo.Washington@wsp.com> and request placement on the bidder’s list.
All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hourly rate of wages of work, of a similar character in this locality, as established by the Department of Labor and Industrial Relations (Federal Wage Rate) or state wage rate, whichever is higher.
Jefferson County Port Authority, Missouri hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, business owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.
All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 of the Missouri Standard Specifications for Highway Construction, 2024 Edition. The contractor questionnaire must be on file 7 days prior to bid opening.
Contractors and sub-contractors who sign a contract to work on any public works project must provide a minimum 10-Hour OSHA construction safety program, or similar program approved by the Department of Labor and Industrial Relations, to be completed by their on-site employees within sixty (60) days of beginning work on the construction project.
A cashier’s check or bid bond in the amount of 5% shall be submitted with each proposal. A certificate of insurance shall be submitted with each proposal.
All bids shall be made on the forms provided. Three (3) copies of the bid must be submitted, one (1) being original inked. Jefferson County Port Authority, Missouri reserves the right to reject any or all bids, to waive any informality in the bids received, and to award the contract to the lowest, responsive, responsible bidder, with MoDOT concurrence.

The DBE goal for this project is 14.7%.

No 2nd tier subcontracting will be allowed on this project.

The Port Authority began in 1976 with a small group of men and women willing to donate their time to better the business climate of Jefferson County. As the years went by, these members consistently applied their time and talents to further develop the entire eastern border of Jefferson County that was bounded by the Mississippi River.
